                GEOFF MORRELL:  Good afternoon.  Thank you all for coming in on a Saturday afternoon.  We’ve gathered you all here today in order to provide you with an operational briefing by Vice Admiral Bill Gortney, who is the director of the Joint Staff.  

                Admiral Gortney will update you on Operation Odyssey Dawn, the international coalition’s military enforcement of U.N. Security Council resolution 1973.  The admiral is kind enough to join us this afternoon and he’ll make a very brief statement and then offer you all the opportunity to ask a few questions, but obviously he has operational matters to attend to, so this will not be a lengthy engagement. 

                With that, Admiral. 

                VADM WILLIAM GORTNEY:   Thank you.  

                Good afternoon.  Thank you for coming everyone.  As you know, we’re on the leading edge of a coalition military operations designed to enforce United Nations Security Council resolution 1973 in Libya.  The goals of these initial operations are essentially twofold; first, to prevent further attacks by regime forces on Libyan citizens and opposition groups, especially in and around Benghazi; and second, to degrade the regime’s capability to resist the no-fly zone we are implementing under that United Nations resolution. 

                To that end, earlier this afternoon over 110 Tomahawk cruise missiles fired from both U.S. and British ships and submarines struck more than 20 integrated air defense systems and other air defense facilities ashore.  

                On the slide to my left – back one slide, please.  On the slide to my left you can see the rough locations of the military targets struck.  You will notice that most of them are on or near the coast, a fact which made their destruction vital to the enforcement of a no-fly zone since so much of the air activity we have seen and so much of the regime’s military efforts have been in this part of the country.  These strikes were carefully coordinated with our coalition partners.  The targets themselves were selected based on our collective assessment that these sites either pose a direct threat to the coalition pilots or through use by the regime pose a direct threat to the people of Libya.  

                Because it is night over there it will be some time before we have a complete pictures of the success of these strikes.  I want to stress, however, that this is just the first phase of what will likely by a multi-phased military operation designed to enforce the United Nations resolution and deny the Libyan regime the ability to use force against its own people. 

                This is an international military effort urged by the Libyan people themselves and by other Arab nations.  We are joined by several other allied partners and are committed to supporting their efforts.  Indeed, we continue to receive commitments of support and participation in leadership from both Arab and European partners.  

                In these early days, the operation will be under the operational command of General Carter Ham, commander of U.S. Africa Command.  And the commander of Joint Task Force Odyssey Dawn, which is the name of this operation, is Admiral Sam Locklear, who is embarked on board USS Mount Whitney in the Mediterranean.  We anticipate the eventual transition of leadership to a coalition commander in the coming days.  

                That said, the U.S. military has and will continue to use our unique capabilities to create the conditions from which we and our partners can best enforce the full measure of the U.N. mandate.  Our mission right now is to shape the battle space in such a way that our partners may take the lead in both – in execution.  As the president has said, we are not going to use force to go beyond a well-defined goal, specifically the protection of the civilians in Libya. 

                And with that I will take your questions. 

                MR. MORRELL:  Lita. 

                Q:  Hi.  I’m Lolita Baldor with AP.  Can you give us a little bit more clarity on the strikes and the targets including, perhaps, just a bit more on what exactly U.S. ships, submarines, et cetera, did, and was there anything beyond the cruise missiles that is being done by the United States? 

                VADM GORTNEY:   Both from U.S. ships and submarines and a U.K. submarine a total 110, maybe 112 Tomahawk land attack cruise missiles, once again, targeted specifically at taking down the critical nodes of the integrated air defense system, which includes surface-to-air missile sites, early warning sites, key communication nodes.  

                Located up on the slide to my left you’ll see many of them.  Most of them are in the western part of the country.  That’s where those critical nodes are located and that’s why we targeted them there.  But it does build – give us the ability specifically with taking down the long-range surface-to-airs, the SA5s, taking them down, and then the C2 (command and control) architecture that goes with that opens up as broad a space as possible for the no-fly zone. 

                MR. MORRELL:  Tony. 

Q:  Just on the missiles themselves, you mentioned these are the new generation tactical Tomahawks? 

                VADM GORTNEY:  It was a mixture of our old Tomahawks and the newer tactical Tomahawk. 

                Q:  Do the new ones allow you to loiter over air space and take pictures actually before they drop in? 

                VADM GORTNEY:  Not pictures.  They have -- they give us the ability to loiter, and then we can shoot them a target and they will go to the target.  But in this particular mission we use them as we have just as one of the older Tomahawks. 

                Q:  Well, they’re clearing the air space basically for the non-stealthy fighters to go in or for jammers to go in? 

                VADM GORTNEY:  They allow us to penetrate a high -- what we would call a medium to high threat without putting the air crew at risk. 

                Q:  Okay. 

                VADM GORTNEY:  Create the conditions for manned aircraft. 

                Q:  And has the no fly zone enforcement begun?  And what coalition members will enforce that?  Will U.S. jets be in the air? 

                VADM GORTNEY:  At this point we are creating the conditions to be able to set up the no-fly zone, and once we have established and confirmed that the conditions are right then we will move forward into the next – one of the next phases of the campaign. 

                Q:  So it has not yet begun enforcement? 

                VADM GORTNEY:  That’s a tough one to say based on how you call – do we have airplanes patrolling over Libya to enforce a no-fly zone?  No, ma’am, we do not.  But I would say we are beginning that because we’re setting the conditions to be able to reach that state. 

                MR. MORRELL:  Chris. 

                Q:  Admiral, will Colonel Gadhafi’s tanks and heavy artillery also be targeted going forward? 

                VADM GORTNEY:  I’m not – I’m going to have to limit my discussion today to the actions that were taken thus far, and I’m not going to be able to discuss potential future operations.

Students, teachers and parents are asking why is there always money for another war, for more Tomahawk cruise missiles, aircraft carriers, destroyers, nuclear submarines and F-16 bombers, while schools are closing, tuition increasing and faculty facing unprecedented layoffs.

 

BY BUS, TRAIN & IN CONTINGENTS 

In New York City we are hearing reports of  buses coming from the up and down the East coast and the Mid-West as far as Minneapolis. Cars, vans and Peace Trains on all the commuter lines into NYC are scheduled.

 

We are hearing of lots of plans for contingents of organizations and activists. Plans include a Asia contingent, Palestine contingent, Brooklyn for Peace contingent, South Bronx community contingent, and Irish contingent, various student contingents, and large union delegations. Groups in New Jersey, in Jersey City and Newark and on Long Island are holding morning rallies and heading to Union Square in large delegations. MUSLIM SOLIDARITY 

Because of the dangerous escalation of attacks on Muslims across the U.S., solidarity and unity of the antiwar movement with our Muslim sisters and brothers has become a major focus of these 2 major national rallies.

 

Last week a leader of United National Antiwar Committee and a leader of the Muslim Peace Coalition, USA spent 6 days meetings with leaders of the Muslim community in the New York City area. More than 75,000 leaflets were distributed at the mosques for Saturday, April 9th and the Muslim community in New York is organizing buses from the entire area.  

 

The Muslim community is organizing for April 9th because they are for peace and they have seen the peace movement stand behind them and fight against Islamophobia. 

 

LABOR SUPPORT 

Over 500 organizations have now endorsed the rallies on April 9th in New York City andApril 10th in San Francisco including significant labor unions like 1199 SEIU East, which organizes health-care workers, Transport Workers Union, Local 100, which organizes NYC bus and subway workers, Teamsters, Local 808, which organizes workers on the commuter trains in New York.  On the West Coast, the 25,000 member SEIU local 102 1 has endorsed as has the International Longshore & Warehouse Union Local 10 and others. 

 

It is time that the antiwar movement was out in the streets in big numbers to stand with those calling to Bring the Troops Home Now, in support of those fighting Islamophobia, along side those fighting for democracy throughout the Arab World and with working people and unions fighting to preserve collective bargaining and for a decent life.

The U.S. and France Are Bombing Africa
STOP THE ATTACK ON LIBYA NOW!

U.S. and French cruise missiles and bombs are raining down on the African state of Libya. This is not a "humanitarian' intervention.

U.S.-backed regimes in Yemen, Bahrain and Saudi Arabia are murdering protesters in the streets 
today

The U.S. still arms and funds Israeli terror against the people of Palestine and bombed Gaza again this week. U.S. troops still occupy Iraq and Afghanistan.

 

The White House and Pentagon, walking in George Bush's footsteps are attacking the country with the largest oil reserves in Africa. Like the war against Iraq, this is not about freedom. It's about oil and oil company profits.

 

When schools and hospitals are being shut down across the country, the last thing we need is another war for oil.

On March 17, 2011, Washington showed its true intentions by pushing through a U.N. Security Council resolution that amounts to a declaration of war on the government and people of Libya.

  A U.S. attack is the worst possible thing that could happen to the people of Libya. It also puts the unfolding Arab revolutions, which have inspired people across North Africa and Western Asia, in the gravest danger.

  The resolution goes beyond a no-fly zone. It includes language saying U.N. member states could "take all necessary measures" ... "by halting attacks by air, land and sea forces under the control of the Gadhafi regime."(CNN.com, Mar 17)

  The new resolution not only calls for attacks on Libyan aircraft and air defenses, but authorizes the strafing and bombing of ground forces as well. The U.S. and French governments immediately announced that they were ready to go. Britain and Italy are aiding. In essence the former colonial powers have begun an armed attack on the Libyan government and its people, backing one side of a civil war.

No matter how one feels about Libya today and the role of the Gadhafi government; regardless of how one evaluates the Libyan opposition, a U.S.-led war or intervention in Libya is a disaster for the Libyan people, and for peace and progress around the world.

BAHRAIN EXPOSES THE LIE ABOUT "PREVENTING ATTACKS ON CIVILIANS"
 
The U.S. and its allies are repeating over and over the lie that they are trying to "prevent attacks on civilians" and are acting from humanitarian motives. But nobody should be fooled. Consider these “humanitarians” and how they react to Bahrain.

  The U.S. Fifth Fleet is based in Bahrain, which is an absolute monarchy. Its people have been valiantly trying to change their government for weeks. They had some initial success. The king responded with deadly repression and later with hints at reform.

On March 14, however, hours after Secretary of Defense Gates visited Bahrain, the Bahraini government commenced a brutal crackdown, backed up by Saudi Arabian troops. Helicopters, tear gas, rubber bullets, and live ammunition were used, killing and injuring many people. Nearly all of Bahrain's security forces are foreign mercenaries.

  Unlike the Libyan rebels, the Bahraini people have absolutely no arms. But there has been no talk of a no-fly zone over Bahrain, let alone attacks on the murderous Bahraini and Saudi armies.

NO BLOOD FOR OIL
 
This is because the real motivation for the U.S. and its allies in both Bahrain and Libya, and indeed the whole region, is to control the OIL! It is Washington’s main strategic interest and a primary financial interest for U.S. big business.

  This is true even though the U.S. is not directly dependent on imported oil from Libya. Oil is a worldwide commodity, and any country which imports oil must deal with a world market, no matter from which individual country or countries they import the oil.

  Of even more importance to the U.S. and Europeans is who controls the flow of oil. A military presence or a reliable puppet in Libya would give Washington --and to a lesser extent the European imperialists -- control of the oil spigot to Europe and also establish a military presence in North Africa from which to influence or prevent the development of the revolutions, especially in Egypt and Tunisia.

 
ARAB LEAGUE "VOTE" FRAUD

Not only a demonization campaign against the Libyan leader, but every form of fraud and propaganda is being used to push for this intervention, including a supposed "vote" by the Arab League supporting the latest U.N. resolution. Left unsaid is the fact that only 11 of the 22 members of the League even attended the meeting, which was held behind closed doors. Two of these 11 attending members, Syria and Algeria, made clear that they were completely opposed to military intervention in Libya.

Meanwhile the corporate media has ignored a resolution by the African Union, representing 53 countries, which adamantly rejected a no-fly zone or other intervention.

 
WHAT ABOUT GAZA?

The U. S. blocked any UN action, even a toothless resolution, during the massive Israeli bombardment of Gaza in 2008 and also during the Israeli bombing and attempted invasion of Lebanon in 2006, as well as the continued bombardment of Gaza as recently as this week!.

  It is important that peace-loving and progressive people around the world develop a consistent approach opposing ALL U.S. intervention. This is the only way to avoid becoming just an echo of the U.S. State Department and Pentagon.

    Dmitry Medvedev, a big heavy metal fan, has fulfilled a lifelong dream by getting to meet his favourite rock band, Deep Purple.

    Classic rock bands enjoyed immense popularity in the Soviet Union, even though Soviet press in Cold War times would describe such a music as an attempt at spreading West's "imperialist pop culture.The band members had tea with the Russian president at his residence outside Moscow on Tuesday, where he told them they had been his favourites since he was 12.

    Medvedev, 45, is known as a fan of rock bands such as Black Sabbath and Led Zeppelin, while his predecessor and current prime minister, Vladimir Putin, was reported to be a fan of the Beatles and Abba.

    "When I started listening to Deep Purple, I never imagined I would be sitting with you at this table," Medvedev, now 45, told the band in remarks televised Wednesday.

    He also revealed that as a DJ at his school in Leningrad, now St Petersburg, he would play rock music at discos, after first getting the approval of the Communist youth organisation. "We had quite a strict system then, you know," he said.

    Medvedev's 15-year-old son, Ilya, brought out his electric guitar and used the opportunity to jam with his dad's favorite band, RIA Novosti news agency reported.

    STOP THE U.S. WAR AGAINST LIBYA AND BAHRAIN!


    The International Action Center calls on all anti-war and social justice activists to call Emergency Response STOP THE U.S. WAR AGAINST LIBYA AND BAHRAIN actions in their areas on Friday, March 18 or Saturday, Marcy 19, or to mobilize support for any already existing anti-war demonstrations called to mark the anniversary of the Iraq War, with this statement and signs to STOP THE U.S. WAR AGAINST LIBYA AND BAHRAIN, as well as to intensify the mobilization for the April 9th and 10th Anti-War demonstrations in New York and San Francisco called by the United National Antiwar Committee.

     
    On March 17, 2011, Washington showed its true intentions by pushing through a U.N. Security Council resolution that amounts to a declaration of war on the government and people of Libya.

      A U.S. attack is the worst possible thing that could happen to the people of Libya. It also puts the unfolding Arab revolutions, which have inspired people across North Africa and Western Asia, in the gravest danger.

      The resolution goes beyond a no-fly zone. It includes language saying U.N. member states could "take all necessary measures" ... "by halting attacks by air, land and sea forces under the control of the Gadhafi regime."(CNN.com, Mar 17)

      The new resolution not only calls for attacks on Libyan aircraft and air defenses, but authorizes the strafing and bombing of ground forces as well. The U.S. and French governments immediately announced that they were ready to go. Britain and Italy are aiding. In essence the former colonial powers have begun an armed attack on the Libyan government and its people, backing one side of a civil war.

    No matter how one feels about Libya today and the role of the Gadhafi government; regardless of how one evaluates the Libyan opposition, a U.S.-led war or intervention in Libya is a disaster for the Libyan people, and for peace and progress around the world.

    BAHRAIN EXPOSES THE LIE ABOUT "PREVENTING ATTACKS ON CIVILIANS"
     
    The U.S. and its allies are repeating over and over the lie that they are trying to "prevent attacks on civilians" and are acting from humanitarian motives. But nobody should be fooled. Consider these “humanitarians” and how they react to Bahrain.

      The U.S. Fifth Fleet is based in Bahrain, which is an absolute monarchy. Its people have been valiantly trying to change their government for weeks. They had some initial success. The king responded with deadly repression and later with hints at reform.

    On March 14, however, hours after Secretary of Defense Gates visited Bahrain, the Bahraini government commenced a brutal crackdown, backed up by Saudi Arabian troops. Helicopters, tear gas, rubber bullets, and live ammunition were used, killing and injuring many people. Nearly all of Bahrain's security forces are foreign mercenaries.

      Unlike the Libyan rebels, the Bahraini people have absolutely no arms. But there has been no talk of a no-fly zone over Bahrain, let alone attacks on the murderous Bahraini and Saudi armies.

    NO BLOOD FOR OIL
     
    This is because the real motivation for the U.S. and its allies in both Bahrain and Libya, and indeed the whole region, is to control the OIL! It is Washington’s main strategic interest and a primary financial interest for U.S. big business.

      This is true even though the U.S. is not directly dependent on imported oil from Libya. Oil is a worldwide commodity, and any country which imports oil must deal with a world market, no matter from which individual country or countries they import the oil.

      Of even more importance to the U.S. and Europeans is who controls the flow of oil. A military presence or a reliable puppet in Libya would give Washington --and to a lesser extent the European imperialists -- control of the oil spigot to Europe and also establish a military presence in North Africa from which to influence or prevent the development of the revolutions, especially in Egypt and Tunisia.

     
    ARAB LEAGUE "VOTE" FRAUD

    Not only a demonization campaign against the Libyan leader, but every form of fraud and propaganda is being used to push for this intervention, including a supposed "vote" by the Arab League supporting the latest U.N. resolution. Left unsaid is the fact that only 11 of the 22 members of the League even attended the meeting, which was held behind closed doors. Two of these 11 attending members, Syria and Algeria, made clear that they were completely opposed to military intervention in Libya.

    Meanwhile the corporate media has ignored a resolution by the African Union, representing 53 countries, which adamantly rejected a no-fly zone or other intervention.

     
    WHAT ABOUT GAZA?

    The U. S. blocked any UN action, even a toothless resolution, during the massive Israeli bombardment of Gaza in 2008 and also during the Israeli bombing and attempted invasion of Lebanon in 2006, as well as the continued bombardment of Gaza as recently as this week!.

      It is important that peace-loving and progressive people around the world develop a consistent approach opposing ALL U.S. intervention. This is the only way to avoid becoming just an echo of the U.S. State Department and Pentagon.

    On March 15, a new report was released on the steps of New York City Hall documenting the crushing costs of the 50,383 marijuana possession arrests that occurred in 2010 in that city alone, costing New York City $75 million. Released by the Drug Policy Alliance and co-authored by Queens College sociology professor Dr. Harry Levine, the report reveals the police, judicial, and human costs of New York City’s marijuana arrest crusade.

    Every single day, 140 people are arrested for marijuana offenses in New York City, making it the leading cause of arrest. A full 87% of those arrested are Black or Latino, a particularly outrageous number since people of color do not use marijuana at higher rates than the rest of the population. Incredibly, the NYPD has quietly made marijuana infractions their top law enforcement priority without even a pretense of public input or debate.

    Although New York decriminalized possession of under 25 grams of marijuana, possession that is "open to public view" remains a crime.  Police officers have learned to ask vulnerable people they believe to be in possession to empty their pockets so they can then make an arrest.

    The “suspects” do not have to be using, buying, or selling marijuana, nor do they have to be acting out in any way at all. They simply have to be “suspects.”

    This flagrant abuse of state power is a tightly held secret. Please help us expose it. Stand with LEAP in supporting a more rational plan for drug policy. Our speakers are law enforcement professionals who know firsthand that the “war on drugs” is a waste of police resources. They speak out against our current drug policy in order to put police priorities back where they belong. 

    Help us send the message to NYC Mayor Michael Bloomberg, that using already strained police and judicial resources in this way is not acceptable and that the overwhelming racial disparity of these arrests is appalling.
